NCC Plans Free Internet Access for Educational Websites

The Nigerian Communications Commission (NCC) has unveiled plans to introduce a policy that would allow students and teachers in Nigeria to access selected educational websites and digital learning platforms without paying data charges.

The proposal is part of a wider initiative known as the Zero-Rated Access to Educational Platforms and Content, aimed at reducing the cost of online learning and expanding digital inclusion across the country.

In a public notice issued on Tuesday, the Commission said it has developed a consultation paper in collaboration with industry stakeholders to guide the proposed framework before implementation.

“The Consultation Paper represents a preliminary stakeholder engagement in line with the Commission’s participatory and transparency-driven regulatory approach,” the NCC said.

The Commission explained that the document has been released to encourage input from stakeholders across the education and telecommunications sectors, as well as members of the public, to ensure the policy is balanced, sustainable and effective.

It added that written submissions are expected via [zeroratedconsultations@ncc.gov.ng](mailto:zeroratedconsultations@ncc.gov.ng) on or before July 9, 2026, while a public consultation session will hold on July 14, 2026, at the NCC Head Office Annex in Mbora District, Abuja.

The initiative is being driven by a Joint Committee of industry stakeholders tasked with developing a framework that balances affordability, access, fair competition and regulatory compliance.

According to the consultation paper, the policy responds to concerns about the high cost of internet access, which has limited many students’ ability to engage in digital learning.

“The Joint Committee believes that national economic growth and competitiveness will be enhanced by ensuring that Nigerian students can easily access the most current digital education platforms being used globally,” the paper stated.

It added that removing data costs for approved educational platforms could significantly improve learning outcomes and reduce digital inequality.

Two implementation options are being considered. One involves the creation of a centralised portal or application that provides access to approved learning resources at no data cost. The second allows telecom operators to whitelist selected educational websites and platforms for zero-rated access.

The NCC also said stakeholders are being asked to weigh in on eligibility criteria, including whether access should be limited to public school students, extended to all students, or opened to anyone using approved educational platforms.

It noted that each option carries cost and sustainability implications that must be carefully assessed before final decisions are made.

Funding options under consideration include industry cost-sharing, government subsidies, support from the Universal Service Provision Fund, development partner contributions and public-private partnerships.

To ensure long-term viability, the Commission proposed an initial 12-month pilot phase with periodic reviews every six months to assess usage, impact and network performance. After the pilot, the scheme may transition into subsidised or discounted educational data bundles.

The NCC also raised concerns about regulatory issues such as net neutrality and fair competition, warning that safeguards would be required to prevent market distortion and ensure equal opportunity for all digital education providers.

It urged stakeholders to submit recommendations that would help shape a transparent, inclusive and sustainable framework for the initiative.

The Commission said all submissions will be considered before a final policy direction is adopted, describing the proposal as a major step toward improving access to education through digital technology in Nigeria.
