

The Transmission Company of Nigeria (TCN) has identified unresolved Right-of-Way (RoW) issues as the major obstacle delaying the commissioning of the 9th Mile 132/33kV Transmission Substation in Enugu State.
The challenge came to the fore during a visit by the Senator representing Enugu West Senatorial District, Engr. Dr. Osita Ngwu, to the facility, where TCN officials outlined the factors preventing the project from becoming operational.
The senator was received by the Assistant General Manager (Transmission), Enugu Sub-Region, Engr. Jude Madu, and other management staff at the substation.
Briefing the lawmaker, Madu explained that although the substation was completed by the Niger Delta Power Holding Company (NDPHC) in 2022, it could not be commissioned because the approximately 22-kilometre New Haven–9th Mile 132kV double-circuit transmission line remained incomplete.
He attributed the delay to unresolved Right-of-Way constraints affecting the transmission line project.
According to him, completing the transmission line is essential to energising the substation, which is expected to improve bulk electricity supply to the 9th Mile industrial hub and neighbouring communities.
Madu also stressed the need for enhanced security around the facility to protect the infrastructure from vandalism before it is commissioned.
Responding, Senator Ngwu acknowledged the importance of resolving the outstanding issues and pledged to support efforts aimed at addressing the Right-of-Way constraints.
He also assured TCN of his commitment to strengthening security around the substation to safeguard the critical national infrastructure.
The visit ended with a guided tour of the control room, switchyard and other key installations within the transmission substation.
