ICPC Moves to Second in Transparency Ranking, Scores 80.13%

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has risen to second place among 518 federal institutions assessed in the 2026 Transparency and Integrity Index (TII).

The Commission scored 80.13 per cent in the latest assessment by the Centre for Fiscal Transparency and Public Integrity (CeFTPI).

Its result placed ICPC among only four institutions that reached the index’s excellent performance band of 70 per cent and above.

The latest score also marks an improvement from the Commission’s 78.13 per cent recorded in 2025.

ICPC had ranked third among 575 institutions in last year’s assessment. Its two-point increase moved it up one position nationally.

ICPC Chairman, Dr Musa Adamu Aliyu, SAN, welcomed the result and said it reflected the Commission’s ongoing efforts to strengthen transparency and institutional reforms.

Aliyu said an anti-corruption agency must demonstrate the standards it expects from other public institutions.

“I am delighted that the progress we are making as a Commission is being independently recognised,” he said.

The chairman, however, said the latest ranking would not lead to complacency.

He said the Commission would review its performance across the areas covered by the index and strengthen systems where necessary.

“Our objective is to perform even better in the 2027 assessment,” Aliyu added.

He also commended ICPC management and staff for their contributions to the result.

The chairman urged them to treat the rating as motivation to improve transparency, accountability and professionalism.

The 2026 assessment highlights the generally low transparency levels across the federal public sector.

Only eight of the 518 institutions assessed scored above 50 per cent, while just four reached the 70 per cent excellent benchmark.

The index examines several aspects of institutional transparency and accountability.

These include financial disclosures, procurement and contracting information, human resources and anti-corruption measures.

It also considers budget records, recruitment information, whistleblowing policies and mechanisms for citizens to obtain information.

The assessment further examines opportunities for citizens to participate in public processes.

ICPC’s latest result continues its upward movement in the annual rankings.

In 2025, the Commission scored 78.13 per cent and placed third behind the National Oil Spill Detection and Response Agency (NOSDRA) and Nigerian Investment Promotion Commission (NIPC).

The Commission’s improved position reinforces its stated commitment to leading by example in transparency and ethical conduct.

Aliyu has also stressed the need for anti-corruption institutions to build strong internal systems and promote public participation.

CeFTPI unveiled the 2026 Transparency and Integrity Index in Abuja on Monday.

The event attracted the Secretary to the Government of the Federation, Senator George Akume, and Director-General of the Bureau of Public Service Reforms, Dasuki Ibrahim.

Representatives of government institutions and civil society organisations also attended the event.

CeFTPI introduced the index in 2021 as an annual evidence-based assessment of public institutions.

It focuses on proactive disclosure, accountability, access to information and institutional mechanisms for preventing corruption.
