The Independent National Electoral Commission (INEC) has constituted a multi-agency committee to coordinate logistics for the 2027 general election, with a mandate to ensure timely delivery of election materials and prevent voter disenfranchisement.
The commission’s chairman, Prof. Joash Amupitan, inaugurated the Electoral Logistics Committee (ELOC) at INEC’s headquarters in Abuja on Thursday, October 15, 2026. He charged members to develop a comprehensive operational plan that would support the smooth conduct of the polls.
Amupitan said early planning was necessary because logistics remained one of the most challenging aspects of election management, particularly in a country with diverse terrain and complex transportation needs.
“No Nigerian must be disenfranchised due to late arrival of materials,” he said, urging members to anticipate challenges that could disrupt the movement of election materials.
The chairman appointed National Commissioner Rear Admiral Jamila Malafa (rtd) as the committee’s chairperson. He expressed confidence that her experience, combined with the specialised skills of members drawn from military, paramilitary and other government institutions, would strengthen coordination.
He said the commission adopted a multi-agency approach because moving personnel and election materials across the country required careful planning, security and effective collaboration.
“Election logistics involve the intricate movement of both sensitive and non-sensitive materials by land, sea and air. It requires precision, security and timeliness. This is why we are starting early,” Amupitan said.
He noted that the credibility of an election depended partly on whether polling units opened on schedule with the necessary materials and equipment available for voters.
Under its terms of reference, the committee will assess INEC’s overall logistics requirements and develop a comprehensive plan for storing, distributing, deploying and retrieving election materials.
It will also inspect warehouses, vehicles, transport hubs, airports and seaports to determine their readiness for the election. Where it identifies gaps, the committee will recommend corrective measures to prevent operational setbacks.
The committee will monitor compliance with approved logistics schedules and identify risks such as transport bottlenecks, shortages and security threats. It will also establish arrangements for the secure movement of materials through road, air and maritime routes.
Other responsibilities include coordinating with government agencies, transport unions, INEC departments and state offices. Members will submit periodic reports and recommendations to guide the commission’s preparations.
Amupitan said Nigeria’s varied geography demanded a flexible strategy that accounted for weather conditions, difficult terrain and security concerns.
From the creeks of the Niger Delta to the arid plains of northern Nigeria, he said, the commission needed to anticipate conditions that could delay the movement of personnel and materials.
He described preparations for the 2027 election as “a marathon, not a sprint,” adding that the committee’s inauguration marked an early step towards a transparent, efficient and credible electoral process.
Speaking on behalf of the committee, Malafa said INEC had established inter-agency bodies in previous electoral cycles to manage complex operational responsibilities.
“Managing election logistics is the operational bedrock of our democratic process, directly impacting electoral integrity and public confidence,” she said.
She explained that the committee would review previous elections, identify operational weaknesses and develop a strategic plan to improve the deployment of logistics equipment and personnel.
Its priorities include planning air cargo operations for the receipt and distribution of sensitive materials to airports and state capitals. Members will also assess storage facilities, vehicle fleets, aircraft availability and cargo-handling capacity to identify weaknesses that could cause delays.
Malafa said the committee would coordinate the movement of personnel and materials down to local government areas, including riverine communities that require maritime transportation.
It will also develop security arrangements involving transport unions, security agencies and INEC state offices. The plan will identify difficult terrain, security-challenged areas and crisis-prone locations that require specialised transportation and protection measures.
According to her, the committee will produce a comprehensive report with clear action plans and strict operational timelines. It may also establish specialised subcommittees to oversee airlift operations, land transportation, maritime movement, storage and security.
Malafa stressed that the committee’s effectiveness would depend on cooperation among participating agencies, while INEC would provide material schedules and policy direction.
“This national assignment demands speed, precision and coordination,” she said, calling on members to approach the task with patriotic dedication and professional excellence.
Representatives of the Inspector-General of Police, the Nigerian Correctional Service, the Central Bank of Nigeria, aviation authorities, the Nigerian Ports Authority, the Nigeria Security and Civil Defence Corps and the Nigeria Customs Service attended the inauguration.
Transport and maritime sector representatives, including the Nigerian Union of Road Transport Workers, the Nigerian Association of Road Transport Owners and the Maritime Workers Union of Nigeria, also participated.
INEC’s logistics preparations come as the commission intensifies public mobilisation ahead of the 2027 polls. On the same day, Amupitan urged the National Orientation Agency to take messages against voter apathy, vote buying and electoral violence to communities across the country.
The campaign will use community dialogues, radio discussions, local-language communication and other platforms to encourage peaceful participation in the election.
