

The National Identity Management Commission (NIMC) has received approval from the Office of the Head of the Civil Service of the Federation (OHCSF) for a dedicated Scheme of Service, a development expected to strengthen its workforce structure and enhance institutional efficiency.
The approval, described as the first of its kind for the Commission, provides a comprehensive framework for staff career progression, organisational structure, job responsibilities, qualification requirements and professional standards.
In a statement signed by NIMC’s Head of Corporate Communications, Kayode Adegoke, the Commission said the milestone reflects ongoing reforms aimed at repositioning the agency as a modern, efficient and globally competitive institution.
According to NIMC, the approved Scheme of Service aligns with Public Service Rules and international best practices, while supporting the Commission’s mandate of managing Nigeria’s national identity system.
The Commission noted that the framework is anchored on the reform agenda of its Director-General and Chief Executive Officer, Engr. Abisoye Coker-Odusote, and is designed to promote institutional excellence and human capital development in line with the Federal Government’s Renewed Hope Agenda.
Speaking during the formal presentation of the approval, Deputy Director, Scheme of Service, Organisational Design Department at the OHCSF, Mr. Imirhe Gabriel Nwagolo, commended NIMC for pursuing a dedicated career structure.
He observed that the Commission is among a select number of federal agencies that have successfully secured approval for a standalone Scheme of Service.
Representing the Director-General at the event, the Head of Human Capital Management at NIMC, Mrs. Rhoda Jackden, expressed appreciation to the OHCSF for granting the approval.
She described the development as “a laudable and significant milestone” and reaffirmed the Commission’s commitment to the effective implementation of the new framework.
Jackden said the Scheme would provide clearer career pathways for employees and support the Commission’s efforts to deliver improved services to Nigerians.
NIMC further disclosed that the approved framework introduces new Enrolment, Card and Commercial Cadres alongside existing professional streams, a move aimed at reflecting the Commission’s expanding operational responsibilities.
The agency expressed confidence that the new structure would boost staff productivity, enhance professionalism and position the Commission to better fulfil its role in Nigeria’s digital identity ecosystem.
