

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has intensified efforts to integrate anti-corruption education into Nigeria’s legal training system, saying the initiative is designed to produce lawyers who combine professional competence with integrity, accountability and respect for the rule of law.
ICPC Chairman, Dr. Musa Adamu Aliyu (SAN), disclosed this at the closing ceremony of the ICPC/Nigerian Law School Zonal Workshop on the Integration of Anti-Corruption Education into Nigerian Universities and the Nigerian Law School in Abuja.
Aliyu said the commission’s campaign stems from its conviction that the battle against corruption cannot rely solely on investigation and prosecution but must also focus on preventive measures that shape the values of future legal practitioners.
He described corruption prevention as one of the most sustainable approaches to tackling the problem, noting that value-based legal education should form a key pillar of Nigeria’s anti-corruption strategy.
“Fighting corruption requires more than investigation and prosecution. It also requires prevention, education and the promotion of values such as integrity, transparency, accountability and ethical conduct,” he said.
The ICPC chairman noted that lawyers occupy a strategic position in the administration of justice and governance, making it essential to expose them to anti-corruption principles from the early stages of their professional development.
According to him, equipping aspiring lawyers with both legal knowledge and a strong ethical foundation would strengthen their ability to resist corruption and contribute to a more credible justice system.
Aliyu explained that the initiative is in line with the commission’s statutory mandate on corruption prevention and public education under the Corrupt Practices and Other Related Offences Act, 2000.
He maintained that nurturing ethical professionals is just as important to the anti-corruption agenda as investigating and prosecuting offenders.
The ICPC chairman said the workshop brought together experts from Faculties of Law and the Nigerian Law School to develop a framework for incorporating anti-corruption education into legal training across the country.
He clarified that the commission was not prescribing a fixed curriculum but was encouraging stakeholders to determine the most suitable model, either by introducing a standalone course or integrating anti-corruption concepts into existing law courses.
Aliyu described the initiative as a pilot programme capable of transforming legal education and providing a template for other professional disciplines.
Also speaking after the workshop, former Director-General of the Nigerian Law School, Prof. Isa Hayatu Chiroma (SAN), said participants reviewed and refined an initial draft curriculum prepared by experts.
He explained that the recommendations from the workshop would be harmonised by a technical drafting committee into a comprehensive working document before the next stage of the process.
“We have already developed an initial draft curriculum. The responsibility of this group is to examine it and make further contributions. The outcome of these discussions will be consolidated into a working document by another committee, most likely in August,” Chiroma said.
He added that the harmonised document would undergo validation by the Council of Legal Education, the Nigerian Law School, Deans of Faculties of Law, the ICPC and other stakeholders before being considered for implementation across legal education institutions nationwide.
