NOA Unveils AI-powered App to Bridge Gap between Citizens, Government

The National Orientation Agency (NOA) has launched a new artificial intelligence-driven mobile application designed to improve communication and strengthen engagement between Nigerians and the government.

Unveiling the platform, known as the CLHEEAN App, on Monday in Abuja, the Director-General of the agency, Lanre Issa-Onilu, said the initiative aims to tackle longstanding challenges in citizen participation and access to government information.

He noted that many Nigerians have felt disconnected from governance due to weak feedback mechanisms and limited access to timely and accurate information, adding that the new application is intended to close that gap.

According to him, the app offers users access to civic education materials, real-time government updates, and direct channels for feedback and reporting.

Issa-Onilu explained that the platform is powered by an AI-enabled voice and chat assistant with multilingual capabilities, enabling users to interact in major Nigerian languages and making it more inclusive.

“This is not just about technology; it is about people. It is about ensuring that every Nigerian can be heard and can actively participate in governance,” he said.

He added that the application also includes interactive features such as community forums, quizzes, debates and idea submission channels to encourage citizens to contribute to national development.

The NOA boss said the initiative aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, particularly in promoting transparency, accountability and inclusive governance.

He urged Nigerians to adopt the platform by downloading and using it actively, stressing that feedback generated through the app would help shape policies and improve service delivery.

“With this app, governance is no longer distant. It is accessible, responsive and inclusive. Government is now closer to the people than ever before,” he added.

Issa-Onilu described the launch as part of broader efforts by the agency to deploy digital innovation in building trust, strengthening national unity and fostering a more engaged citizenry.
