Talata Mafara Attack: ISN Seeks Intelligence Overhaul, Special Courts Against Banditry

The Institute of Security, Nigeria (ISN) has called for a major overhaul of the country’s intelligence system following the reported invasion of a market in Talata Mafara, Zamfara State.

The institute said the incident showed how terrorists and bandits were expanding their operations beyond attacks to economic control and illegal taxation.

The attackers reportedly imposed a N50 million levy on the community and demanded 100 livestock. They also gave residents seven days to meet their demands.

In a statement signed by its Deputy President and Chief Executive Officer, Barr. Adebayo Akinade, the ISN warned that such developments could create parallel systems of authority in vulnerable communities.

It said criminal groups were becoming more organised and increasingly capable of undermining state authority.

The institute therefore urged security agencies to abandon a largely reactive approach and strengthen intelligence-led operations.

According to the ISN, agencies must identify and disrupt criminal networks before they launch attacks.

It also called for closer cooperation among federal security agencies, state security outfits and vetted community guards.

The institute proposed a National Security Fusion Centre, supported by state-level fusion desks, to improve real-time intelligence sharing.

It said such a structure would enable security agencies to detect emerging threats and respond more quickly.

The ISN further urged authorities to penetrate criminal networks operating around markets, cattle-rustling routes and illicit livestock businesses.

It said investigators should also target the financial and logistics networks that sustain banditry.

To tackle cattle rustling, the institute recommended regulated livestock markets and better tracking systems.

It said these measures would help prevent stolen animals from entering legitimate commercial channels.

The ISN also advocated special courts for terrorism, kidnapping and banditry cases.

It argued that faster trials and stronger prosecution would improve the country’s response to organised criminal groups.

Beyond intelligence and judicial reforms, the institute urged the government to expand the use of technology in security operations.

It recommended forest geo-fencing, livestock tracking, drones and citizen-reporting platforms.

The institute also called for better tactical mobility and expanded air surveillance in vulnerable areas.

It proposed a two-hour rapid-response mechanism for communities facing imminent threats.

In addition, it urged greater investment in night-vision equipment and other specialised security capabilities.

The ISN said communities must also play a stronger role in preventing attacks.

It called for early-warning systems and local peace and security forums involving traditional rulers, farmers, market unions, faith organisations and civil society groups.

The institute urged residents to report threats instead of submitting to ransom or illegal levy demands.

It also encouraged affected communities to document attacks and preserve evidence for investigations and prosecution.

The ISN said Nigeria must strengthen professional training in terrorism studies, intelligence management and counter-banditry operations.

It reaffirmed its readiness to assist the government through research, training, policy advice and professional certification.

The institute maintained that only a coordinated security response could restore public confidence and protect communities from criminal groups.
