FG, States, LGs Share N1.928trn November Revenue

The Federal Government, states and local government councils have shared a total of N1.928 trillion as Federation Account Allocation for the month of November 2025, drawn from a gross revenue of N2.343 trillion.
The allocation was approved at the December 2025 meeting of the Federation Account Allocation Committee (FAAC), chaired by the Minister of State for Finance, Dr. Doris Uzoka-Anite.
A breakdown of the shared amount shows that the Federal Government received N747.159 billion, states got N601.731 billion, while local government councils received N445.266 billion.
In addition, oil-producing states received N134.355 billion as derivation revenue, representing 13 per cent of mineral revenue.
Before distribution, N84.251 billion was deducted as cost of collection, while N330.625 billion was set aside for transfers, interventions and refunds.
According to the FAAC communiqué issued after the meeting, gross Value Added Tax (VAT) revenue for November stood at N563.042 billion, a decline of N156.785 billion compared with the N719.827 billion recorded in the preceding month.
From the VAT pool, N22.522 billion was deducted as cost of collection and N54.682 billion allocated for transfers, interventions and refunds, leaving N485.838 billion for distribution.
From the VAT proceeds, the Federal Government received N72.876 billion, states N242.919 billion, and local government councils N170.043 billion.
The communiqué also revealed that gross statutory revenue for November amounted to N1.736 trillion, representing a decrease of N427.969 billion from the N2.164 trillion recorded in the previous month.
From this amount, N59.993 billion was deducted as cost of collection, while N273.925 billion was allocated for transfers, interventions and refunds.
The balance of N1.403 trillion from statutory revenue was distributed with the Federal Government receiving N668.336 billion, states N338.989 billion, local government councils N261.346 billion, while N134.355 billion went to derivation revenue.
From the Electronic Money Transfer Levy (EMTL), a total of N43.400 billion was generated. Of this, the Federal Government received N5.947 billion, states N19.823 billion, and local government councils N13.876 billion.
A sum of N1.736 billion was deducted as cost of collection, while N2.018 billion was allocated for transfers, refunds and savings.
FAAC noted that excise duty recorded a moderate increase, while major revenue heads including Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), Company Income Tax (CIT) on upstream activities, CIT/CGT and SDT, oil and gas royalties, import duty, CET levies, VAT, EMTL and fees experienced substantial declines during the month.
Overall, the committee said the N1.928 trillion shared for November 2025 was derived from statutory revenue of N1.403 trillion, VAT of N485.838 billion, and EMTL of N39.646 billion.
